Despite the strength of existent legislation and indeed the provisional existence of institutionalized mechanisms that safeguard it, Kosovo faces a copious number of challenges when it comes to assuring that frameworks for non-majority rights are respected in practice. In daily, as in the political life of Kosovo, members of minority groups often find themselves at a disadvantage in terms of fulfilling their legal, constitutional, and social rights. This can range from more egregious violations such as physical violence and outright discrimination to more (apparently) mild inconveniences such as the inability to access forms in one’s native language. While it won’t necessarily constitute an academic exploration of their root causes, this paper will attempt to give an overview of some of the more pressing issues and problems that face the Kosovo Serb community for the attention of local political actors in Kosovo as well as members of the international community.
