New Restrictions of Movement in Kosovo Entered into Force without Offical Translation into the Serbian Language

The decision issued by the Health Ministry restricting outside movement that entered into force on the 15th of April at 06:00 has yet to be translated into Serbian. Because of this, members of the Serb community are unfamiliar with the new rules.

Conflicting information is circulating among the general public on new measures regarding outside movement and fines for breaking them. Members of the Serb community do not have access to relevant information due to the lack of official translations of decisions made by the government into the Serbian language.

The Government of Kosovo should provide Serbian translations of all decisions made by the Ministry of Health that outline new measures restricting movement starting on the 15th of April as soon as possible.

The Kosovo Police should refrain from issuing fines for violations of new measures restricting movement until Serbian translations are provided.

The issuing of untranslated government decisions that restrict movement amounts to a violation of the right to the official use of the Serbian language and the right to equal treatment under the law.

Members of the Serb community find themselves in a position where they can be penalised for violating rules that they were unable to familiarise themselves with due to the failure to provide Serbian translations of decisions made by the Health Ministry regarding restrictions on movement.
