In order to be able to effectively monitor, evaluate and advocate for minority rights as well as implement the guidelines on incidents affecting non-majority communities, UNMIK supported a capacity building program for local community representatives, media and CSOs’, after which the monitoring and evaluation system was established in selected municipalities.
